Gramasabha / Ward Committee

Gramasabhas and Ward Sabhas form the core foundation of the decentralized planning process in the Local Self-Government Institutions (LSGIs) of Kerala. Ward Sabhas serve as a crucial forum for planning the development activities of the Panchayat from the grass-roots level and for approving projects by ensuring full public participation.

As per the Kerala Panchayat Raj Act, a Ward Sabha is formed by including all registered voters of that specific ward. The collective assembly of all Ward Sabhas within a Grama Panchayat constitutes the Gramasabha.

Convener & Chairperson

  • Convener: The elected Ward Member acts as the Convener.

  • Substitute Convener: If necessary, a Member from an adjacent ward can be appointed as the Convener.

  • Chairperson: The Grama Panchayat President / Municipal Chairperson presides over the meeting as the Chairperson.

Meetings

  • Responsibility: Convening the meeting is the primary responsibility of the Convener.

  • Quorum: 10% of the total registered voters in the ward.

  • Quorum for an Adjourned Meeting: 50 members.

  • Special Meetings: If requested by 10% of the voters, a special meeting must be convened within 15 days.

Rights of Members

  • Submit questions and proposals.

  • Move resolutions on matters falling within its jurisdiction.

  • Pass resolutions based on a majority vote.

Key Duties & Functions

  • Provide proposals and suggestions for development projects.

  • Fix priorities for implementation of projects.

  • Ensure public participation and voluntary services.

  • Support and facilitate project implementation.

Public Amenities & Infrastructure

  • Street lighting

  • Drinking water schemes

  • Public wells

  • Sanitation and hygiene facilities

  • Irrigation schemes

  • Other civic public amenities

Public Works & Civil Maintenance

  • Examine and review project estimates.

  • Access and review expenditure details.

  • Assist, monitor, and support Beneficiary Committees.

  • Evaluate and assess the progress of works.

Objective

To plan development projects through active public participation, improve public infrastructure facilities, and ensure transparent, accountable local self-governance.
